General Summary

 

Radiant Solutions is looking for a Strategic Targeting Analyst to Provide Target System Analysis (TSA) and Targeting Support Packages (TSP) to enable technical collection operations for senior-level stakeholders and policy makers within the intelligence community (IC). Conduct assessments and shape targeting methodologies for numerous hard targets. Analyze current and emerging intelligence issues related to a variety of topics, including collection strategy development and execution.

 

Candidate must possess:

  • Knowledge of Joint and Service-level targeting doctrine and principles to include targeting taxonomy, target development processes and the Joint Targeting Cycle.
  • Knowledge of analytical techniques in support of target analysis and target development to include Critical Factors Analysis (CFA) and target system link/node analysis and application of these techniques in the identification of target system criticalities and vulnerabilities
  • Knowledge and understanding of the application of National, Theater-level, and Intelligence Community (IC) assessments on potential adversary target systems to include Joint Intelligence Preparation of the Operational Environment (JIPOE), Dynamic Threat Assessments (DTA), Theater Intelligence Assessments (TIAs), Physical Vulnerability Assessment (PVAs), and other finished Intelligence products.

Responsibilities

  • Candidate will work both independently with minimal supervision and as a member of a multi-disciplinary/intelligence team responsible for developing and maintaining concepts of operations (CONOPs) and collection support packages in support of technical collection targeting
  • Leverage Strategic Targeting Analyst knowledge and expertise to:
    • Utilize a combination of HUMINT, SIGINT, MASINT, IMINT, and OSINT to identify opportunities for technical collection
    • Build link and network analysis charts and graphs in support of technical collection targeting
    • Perform pattern-of-life analysis
    • Identify the absence of information and trends, specify intelligence collection requirements, provide recommendations and propose new or revised analytical efforts
  • Utilize search engines, databases, and intelligence analysis tools to collect, research, analyze, and exploit information of value to develop and maintain concepts of operations (CONOPs) and collection support packages
  • Brief senior-level managers
  • Work, coordinate, and collaborate with other government agencies to develop and maintain concepts of operations (CONOPs) and collection support packages

 

Qualifications

  • TS/SCI with CI Polygraph
  • Bachelor’s degree
  • 6-10 years of experience in targeting analysis
  • Experience supporting multiple types of targeting efforts
  • DoD/IC background producing targeting and multi-INT fused products
  • Ability to understand all aspects of intelligence collection and how to utilize strategic targeting analysis
  • Willing and able to maintain flexibility to work around changing and evolving requirements
  • Knowledge of the intelligence, collection management, and targeting cycles

 

Desired Qualifications:

  • Master's degree
  • Experience exploiting and analyzing Identify Intelligence (i2), GIS/IMINT, and SIGINT data
  • Knowledge or background in environmental science, chemical, biological, or nuclear materials
