Radiant Solutions is looking for a Sr. Manager - Talent Acquisition/Recruiting at our Ann Arbor area location. 

 

The Sr. Manager – Talent Acquisition/Recruiting will lead the Staffing Organization for a growing 1200 person division in the highly cleared market.  Individual will design and implement effective recruitment strategies and processes that will attract top talent in support of business objectives and establish an excellent candidate experience, both in the US and in international locations.  Reporting to the VP of HR, this individual will be a key member of the HR leadership team.  The successful candidate will work closely with Radiant Solutions senior management to address staffing challenges, identify creative avenues for sourcing talent and monitor and manage the full staffing lifecycle for the department.  Individual will develop staffing plans for individual programs, support proposal efforts and lead recruiting talent to support organizational growth goals.  Individual may also carry select high level requisitions.  The successful candidate will mentor, coach and guide recruiters in sourcing activities and the development of creative methodologies for identifying niche talent within a competitive market.  Project leadership in employee referral campaigns, college recruiting, employee value proposition and recruitment marketing, applicant tracking system reporting, open houses/virtual job fairs/etc.  Unique opportunity to merge legacy systems, processes and cultures into a harmonized recruiting department.

Responsibilities

 

 

  • Develop and deploy an enterprise wide talent acquisition and sourcing channel strategy to ensure a strong and high quality talent pipeline as well as a “ready now” pipeline for critical recurring roles.
  • Ensure a best in class, scalable recruiting function to support the company’s business objectives.
  • Integrate Radiant Solutions’ Purpose, Vision and Values to ensure that hiring and selection processes yield talented, high performing candidates.
  • Responsible for sourcing strategies and talent acquisition at the leadership and strategic levels and/or coordinating agencies where applicable.
  • Directs enterprise contingent hiring strategies and works with the Recruiters to optimize the use of the various types of resources.
  • Ensure Hiring Managers and those interviewing candidates are trained on effective interview techniques and are knowledgeable about what questions are appropriate and compliant with applicable discrimination laws.
  • Working with our HR Systems lead, provide expertise and input on HR system selection, utilization and optimization as well as driving functional requirements for continuous improvement.
  • In conjunction with Marketing, responsible for overall brand and company career site and overall candidate experience.
  • Directs and manages vendor relationships and strategies.   
  • Directs and manages the Talent Acquisition budget, and relocation policy and program.
  • Provides mentorship, guidance, and career development to the Talent Acquisition team with the focus of being consultative and strategic to the business while raising the bar of recruiting performance.
  • Approves offers in accordance with standard practices and in collaboration with the HR business partners.  
  • Develops and manages metrics to measure growth and performance of the team. 
  • Leads continuous measurement and improvement of the enterprise recruitment process through recruiting metric collection, analysis and goal setting. 
  • Responsible for adherence to laws, regulations and standards including OFCCP and equal employment opportunity regulations.

Qualifications

 

 

  • 8+ years of relevant experience working with supporting, managing, or staffing intelligence analysis programs for Federal agencies;
  • Experience developing position descriptions: working with clients/program staff to understand the requirements and then developing the formal position description;
  • Recruiting experience: either direct (sourcing using job board, other) or indirect (working directly with recruiters).
  • Program management experience, including managing staff, is highly desired;
  • Experience supporting, managing, and staffing intelligence analysis programs in support of DHS are highly desired.
  • Ability to foster open communications and create a supportive and trusting team environment.
  • Experience identifying critical success factors for recruiting and performance indicators to monitor organization’s talent acquisition operating activities to drive success.
  • Ability to produce expected results in a rapidly changing and fast-paced environment
  • Ability to align and engage staff to the vision and inspire synergy amongst recruiting team and hiring managers.
  • Business savvy candidate that can keenly and quickly understand what is needed to lead strategic talent acquisition execution. Insight into the marketplace and niche recruitment needs to support growth goals.
  • Experience developing and tracking recruitment budgets, assessing ROI of sources and identifying continual improvements and new avenues for recruitment sources.
  • Demonstrated resilience and persistence, and willingness to step outside own comfort zone with the ability to focus on the big picture and upgrade organization’s recruitment processes to support long term organizational goals.
  • Exceptional client relationship skills and demonstrated experience developing consultative relationships with leaders and HR peers at all levels.  
  • Excellent business and quantitative acumen, using data to drive effectiveness in the talent acquisition process and metrics

U.S. Citizenship and ability to obtain a Top Secret Clearance required.

 

Travel up to 25% of the time. 

 

Desired Qualifications:

  • Experience staffing positions within the IC, DHS and/or Federal Law Enforcement environments; specifically intelligence analytic and policy positions;
  • Demonstrated ability in managing a team in goal setting, prioritization and delegation to complete tasks while meeting deadlines
